Revitalizing Old Revolutionary Base Areas | On-site Traffic Project of Anhui Huoshan Pumped Storage Power Station by China Energy Investment Corporation Successfully Enters Tunnel

The Anhui Huoshan Pumped Storage Power Station, a subsidiary project of China Energy Investment Corporation, is a key initiative that supports China’s dual carbon goals and promotes the revitalization of the old revolutionary base area in the Dabie Mountains. As one of Anhui Province’s major energy construction projects during the “14th Five-Year Plan” period, it carries the important mission of advancing the development of the pumped storage sector while driving the economic revitalization of the Dabie Mountain region.
With a total installed capacity of 1,200 MW, the project will provide critical services such as peak shaving, off-peak energy storage, frequency regulation, phase modulation, and emergency standby for the Anhui power grid once completed.
Infrastructure Progress
On April 15, Tunnels No.1 and No.3 of the on-site traffic project successfully broke ground and entered their respective tunnel sections during the preparation phase of the Huoshan Pumped Storage Power Station.
The on-site traffic project serves as a vital hub connecting the upper and lower reservoirs and the various underground caverns of the power station. It mainly includes access roads, connecting roads between reservoirs, and several construction adits.
- Tunnel No.1: third-level road tunnel, total length 757 m, maximum depth 139 m.
- Tunnel No.3: total length 1,240 m, maximum depth 256 m.

Project Summary
Facing a complex construction environment, Huoshan Company has adhered to the corporate spirit of “hard work, dedication, innovation, and striving for excellence.” The team adopted a Project Management Contracting (PMC) model to improve efficiency, implemented high-standard construction planning, and continued to refine infrastructure collaboration and management mechanisms.
Construction Investigation
Professional engineers from all participating units conducted detailed surveys of geological formations, surface conditions, and the surrounding environment. Long-range geological forecasting was carried out in strict accordance with design specifications.
Quality Control
Quality assurance measures were enforced at every stage — from raw material procurement to on-site operations. Key processes such as blasting, support installation, and lining were supervised by qualified engineers.
Safety Management
A comprehensive safety management system has been established. Construction managers regularly participate in safety training and emergency drills, while advanced monitoring equipment provides real-time data on rock deformation and gas concentration inside the tunnels.
Future Outlook
Upon completion, the Huoshan Pumped Storage Power Station will significantly enhance peak shaving, off-peak storage, frequency regulation, and emergency support capabilities within the East China Power Grid. Beyond its technical contributions, the project will stimulate growth in construction engineering, transportation, eco-tourism, and cultural industries.
